WVSHI Inc. is a single nonprofit organization with two distinct but connected branches. The West Virginia State Hospital Initiative is dedicated to preserving the truth and dignity of those impacted by institutionalization in West Virginia. Riverstone Community Services serves as the operational branch, providing direct assistance and support to individuals and families today. Together, they bridge the gap between remembrance and relief, linking history to impact in real time.
Why WVSHI Was Created
WVSHI began in 2020 as a personal search for truth. While serving briefly as a tour guide at the former Weston State Hospital, founder and current Chairman and CEO Titus “Tito” Swan noticed inconsistencies in the narratives being shared with the public. What began as historical inquiry quickly evolved into a mission to correct the record, reconnect descendants with their institutionalized relatives, and ensure the voiceless are finally heard. The organization’s focus grew to include preserving patient records, elevating forgotten histories, and respectfully recognizing burial sites, many of which once had markers that were later removed without consent or care. In January 2024, this work formally became the West Virginia State Hospital Initiative Inc.
Why Riverstone Matters
After WVSHI had taken shape and a board was in place, the question arose: why stop here? Why focus solely on the history and future of mental healthcare when so many individuals and families are struggling right now? Riverstone Community Services was created in response to that question. It grew from the recognition that mental health challenges often go unaddressed when more immediate needs, such as food, hygiene, and utility access, stand in the way. By meeting those needs first, individuals are better positioned to care for themselves and their families in deeper, lasting ways. Riverstone exists because we believed we could do more, and because doing more, when possible, is the right thing to do.

Where We’re Headed
A network of community thrift stores offering both new and used items, as well as a small selection of shelf-stable food. Anyone can shop traditionally, but those who qualify will have access to a no-cost shopping experience through our needs-based voucher program. These locations will serve as both a public-facing retail space and a direct support hub for those in need.
A network of full-service laundromats offering both self-service machines and staffed drop-off options. Community members can utilize the service as they would any traditional laundry facility. For those who qualify, Riverstone Laundry will also provide access to no-cost services through our voucher program. Clean clothing and linens are essential, and access should never be out of reach.
Our statewide network of outpatient mental health clinics will provide accessible, results-driven care, grounded in quality, compassion, and urgency. RBH clinics are designed to close the gap between crisis and care, offering a new model of mental health support for West Virginia. Insurance will be accepted, but no one will be turned away for lack of coverage. Those who qualify will receive care at no cost, and others will be served on an income-based sliding scale. We believe that financial barriers should never prevent anyone from receiving the care they deserve.
These venues, though not yet established, are being designed to both expand and sustain our impact. Each will generate consistent, mission-aligned revenue, with 100% of proceeds, after wages and operational costs, reinvested into WVSHI and Riverstone programs. This approach is not only smart; it’s responsible. By creating self-sustaining services, we reduce our reliance on grants and donations and ensure that those who qualify will continue to receive goods, services, and care at no cost.
